The Government of Manipur on September 14, 2026, issued the Manipur Right to Business and Investment Facilitation Act, 2026.
It shall come into force on September 16, 2026.
The following has been stated:
• The Act provides a trust-based, time-bound, and risk-based framework for establishing and operating businesses in Manipur through self-certification, deemed approvals, investment facilitation, and fast-track mechanisms. The Act establishes a Unified Business Facilitation Portal integrated with the National Single Window Portal and creates institutional mechanisms including the State Investment Promotion Council (SIPC), Executive Committee (EC), District Level Committee (DLC), Manipur Investment Facilitation Cell (MIFC) and Manipur State Infrastructure Development Agency (MSIDA). Projects are classified as low, medium, or high risk, with low/medium-risk MSMEs permitted to commence operations through affidavit-based self-certification and IPAC without pre-inspection for the initial three years.
• The Act prescribes time-bound approvals, with scrutiny within 7 working days and IPAC within 21 working days; failure to issue IPAC within the prescribed period results in deemed approval, except for high-risk projects. It provides for lifetime validity of registration, annual self-declaration, digital inspections, joint inspections, fast-track projects and compensation for delays in approvals. False self-certification may attract a penalty up to ₹5 lakh, suspension/cancellation of approval and, in certain cases, a five-year bar on obtaining an industrial licence.
• The Act also provides an online grievance mechanism and an appeal to the EC within 30 days. The risk matrix classifies enterprises as low (0–30), medium (31–60) and high risk (61–100), with different inspection and compliance requirements.
